The calculator is built in seven steps, each ending on something achieved: a concept note, specifications, mockups, the tool. Inside every step the work is drafted, agreed a first time, reviewed adversarially by agents, then agreed a final time by the analyst; that final agreement ends the step.
Now: step 1, the review is done and 20 of its 21 findings are folded into the note; every question is answered (D19 to D26); the note waits for the analyst's final agreement. Nothing is drawn or built before it.
